The order applies to virtually all premises and covers nearly every type of building. One section in particular covers sleeping accommodation and covers the common areas of houses in multiple occupation (HMO’s) and also blocks of flats
The main rules of the order are that a fire risk assessment must be conducted to identify any possible dangers and risks and this must be conducted by a competent person. The person responsible for meeting the order would be anyone who has control of the premises.
It is an offence if you don’t comply with the order.

Please note that all domestic premises are still subject to the Housing Act, 2004 and will still be assessed under the Housing Health & Safety Rating System (HHSRS) on Fire Safety for the whole of the premises
