REGULATION 16: Publishing a plan proposal, 19 April - 5pm 31 May

Betley, Balterley and Wrinehill Parish Council submitted a Neighbourhood Plan Proposal to Newcastle-under-Lyme Borough Council. In accordance with Regulation 16 of the Neighbourhood Planning (General) Regulations 2012, Newcastle-under-Lyme Borough Council has published the proposed Betley, Balterley and Wrinehill Neighbourhood Plan for a period of six weeks from 19 April to 31 May 2021, in order to receive representations on the submitted plan.

Making Representations:

Representations on the Betley, Balterley and Wrinehill Neighbourhood Plan should be made directly to Newcastle-under-Lyme Borough Council before 5pm on 31 May. Representations can be made be made by completing the print friendly version of the feedback form and sending this by email to neighbourhoodplanning@newcastle-staffs.gov.uk, or by post to Planning Policy, Newcastle-under-Lyme Borough Council, Castle House, Barracks Rd, Newcastle-under-Lyme, Newcastle ST5 1BL.

Any representations made may include a request to be notified of Newcastle-under-Lyme Borough Council's decision on the proposed plan.

Habitats Regulation Assessment Screening

In March 2021 the Council issued a screening determination of the Betley, Balterley and Wrinehill Neighbourhood Development Plan 2021-2037 (Regulation 16 Draft Plan Submission February 2021). This document determines whether the Neighbourhood Development Plan requires a Habitats Regulation Assessment (HRA) in accordance with Article 6(3) and (4) of the EU Habitats Directive 92/43/EEC and with Regulation 63 of the Conservation of Habitats and Species Regulations 2017. This Screening Statement was issued prior to the Regulation 16 consultation, and can be viewed below:

Strategic Environmental Assessment Screening

Regulation 14: Pre-submission Consultation

The Neighbourhood Plan group have produced a Draft Betley, Balterley and Wrinehill Draft Neighbourhood Development Plan (NDP) which is available to view from the link below:

The Neighbourhood Plan group carried out a public consultation on the Draft Neighbourhood Development Plan from 8 October to 27 November 2020.

Designation

On  24 June, 2016 Betley, Balterley and Wrinehill Parish Council applied to the Council to designate its parish as a neighbourhood area. The proposed neighbourhood area was approved by the Council on 30 August, 2016. A map showing the extent of the designated neighbourhood area and original application letter are available to view via the links below:

The Council also prepared a public notice to publicise this area application: Betley, Balterley and Wrinehill Neighbourhood Area Application - Public Notice.

The Parish Council have produced a website with information relating to the production of the Neighbourhood Development Plan.
