Terms and conditions

1.    The Promoter

The promoter is: The Borough Council of Newcastle-under-Lyme of Castle House, Barracks Road, Newcastle under Lyme, Staffordshire, ST5 1BL.

2.    The Competition

2.1    The title of the competition is:  “Go Digital and Win Half Your Council Tax Bill Paid for a Year”

2.2    Win half your council tax bill paid for a year or a year’s premium membership to Jubilee 2 by:

(a)    Registering with the Promoter’s online services tool (“My Account”); and 
(b)    enrolling for e billing; and
(c)    correctly answering the quiz.

3.    How to enter

3.1    The competition will run from 12:00 pm on Tuesday 9 January 2024 (the "Opening Date") to midnight on Sunday 11 February 2024 (the "Closing Date") inclusive.

3.2    All competition entries must be received by the Promoter by no later than midnight on the Closing Date. All competition entries received after the Closing Date will be automatically disqualified.

3.3    Enter the competition: Online by registering with My Account (www.newcastle-staffs.gov.uk/myaccount), enrolling for e billing and answering the quiz correctly.

3.4    The competition is free to enter and no purchase is necessary.  There is no charge to register for use of My Account.

3.5    The competition is only open to residents who have registered with My Account and enrolled for e billing during the period stated above.

3.6    The Promoter will not accept responsibility for entries not successfully completed due to a technical fault of any kind or for any other reason.

3.7    By submitting a competition entry, you are agreeing to be bound by these terms and conditions.

3.9    A winner who correctly registers for My Account, enrols for e billing and ansers the quiz correctly will be chosen by random draw performed by a computer process after the competition closes and supervised by a person not connected to the organising of the competition.

4.    Eligibility

4.1    The competition is open to all residents of Newcastle-under-Lyme aged 18 years or over, except:

(a)    employees of the Promoter or its elected members;
(b)    employees of agents or suppliers of the Promoter who are professionally connected with the competition or its administration; or
(c)    members of the immediate families or households of (a) and (b) above

4.2    In entering the competition, you confirm that you are eligible to do so and eligible to claim the prize.  The Promoter may require you to provide proof that you are eligible to enter the competition.

4.3    There is a limit of one entry per person. Entries on behalf of another person will not be accepted and joint submissions are not allowed.

4.4    The Promoter reserves all rights to disqualify an entrant if their conduct is contrary to the spirit or intention of the prize competition.

5.    The Prizes

5.1    The prizes are payment of half of your annual council tax bill for the period April 1 2024 to March 31 2025 and one year’s premium membership for Jubilee 2.

5.2    Prizes are subject to availability. There is no cash alternative for the prizes. The Promoter reserves the right to substitute the prize with a prize of equal or greater value.

5.3     The prizes are not negotiable or transferable.

5.4    In order to claim a prize you must respond to the telephone call or email from the Promoter notifying you that you are the winner, verifying your identity and arrange to collect the prize in person with the Promoter.

6.    Winners

6.1    The decision of the Promoter is final and no correspondence or discussion will be entered into.

6.2    The Promoter will contact the winner personally as soon as practicable once the competition closes, using the telephone number or email address provided within My Account.

6.3    The Promoter must either publish or make available information that indicates that a valid award took place. To comply with this obligation the Promoter will send the surname and first part of the postcode of the prize draw winners to anyone who emails customerservices@newcastle-staffs.gov.uk or writes to the address set out in Condition 1 (enclosing a self-addressed envelope) within one month after the Closing Date of the competition. 

6.4    In entering this competition, you agree to have your name, details, comments and photograph with the prize published on the Promoter’s website and social media posts for the purpose of promoting My Account. 

6.5    If you object to any or all of your details and winning entry being published or made available, please contact the Promoter customerservices@newcastle-staffs.gov.uk In such circumstances, the Promoter must still provide the information and winning entry to the Advertising Standards Authority on request. 

7.    Claiming the Prize

7.1    If you are the winner of the prize, you will have 30 days from the day you are contacted to claim the prizes by responding to the telephone call or email from the Promoter and verifying your identity. If you do not claim the prize by this date, your claim will become invalid.

7.2    The prizes may not be claimed by a third party on your behalf.

7.3    The Promoter will make all reasonable efforts to contact the winner. If the winner cannot be contacted or is not available, or has not claimed their prize within 30 days of being contacted, the Promoter reserves the right to offer the prizes to the next eligible entrant selected from the correct entries that were received before the Closing Date.

7.4    The Promoter does not accept any responsibility if you are not able to take up a prize.

8.    Limitation of Liability

Insofar as is permitted by law, the Promoter, its agents or distributors will not in any circumstances be responsible or liable to compensate the winner or accept any liability for any loss, damage, personal injury or death occurring as a result of taking up the prize except where it is caused by the negligence of the Promoter, its agents or distributors or that of their employees. Your statutory rights are not affected.

9.    Data Protection and Publicity

9.1    The Promoter will only process your personal information as set out in the Privacy Policy on www.newcastle-staffs.gov.uk/privacy-notices/privacy-notice. See also condition 6, with regard to the announcement of winners.

10.    General

10.1    If there is any reason to believe that there has been a breach of these terms and conditions, the Promoter may, at its sole discretion, reserve the right to exclude you from participating in the competition.

10.2    The Promoter reserves the right to hold void, suspend, cancel, or amend the prize competition where it becomes necessary to do so.

10.3    These terms and conditions shall be governed by English law, and the parties submit to the non-exclusive jurisdiction of the courts of England and Wales.
