Final draft local plan consultation

Our final draft local plan sets out a strategy for how much, where and what type of development will take place in the borough up to 2040. It will provide planning policies and site allocations to guide changes and new development proposals.​

We are now consulting on the final draft of the local plan (at Regulation 19 stage) from 12 August until 7 October 2024.​

The purpose of the consultation is to provide an opportunity for representations to be made on the local plan before it is examined by a planning inspector appointed by the Secretary of State. We need to ask specific questions about the final draft local plan. These questions are set by government and are around legal compliance, soundness and how the plan has been prepared.​

Representations must be made within the consultation period from 12 August until 7 October 2024.

You can make representations from 12 August by:

Paper copies of the local plan, the policies map, the sustainability appraisal and the habitats regulations assessment are available for inspection during normal opening hours at Castle House and at libraries across the borough.

Before you comment

Your representation on the final draft local plan should focus on whether it is legally compliant with relevant legislation and meets the tests of soundness which are that the draft plan is:

  • positively prepared - based upon a strategy that will meet development needs and whether sufficient infrastructure is provided for
  • justified - whether the plan is the most appropriate strategy, when considered against reasonable alternatives
  • effective - whether the plan is deliverable during the plan period to 2040
  • consistent with national policy - enabling the delivery of sustainable development in accordance with the policies in the National Planning Policy Framework (NPPF) and other statements of national planning policy, where relevant

Consultation events

We will also be holding a number of consultation events across the borough. These are exhibition 'drop in' events to help advise how to submit representations during the consultation period. The events are going to be held from 5pm to 7pm as follows:

  • Guildhall, Newcastle town centre, Tuesday 24 September

Data protection and privacy

The Planning Inspectorate require us to provide the names of persons or organisations making representations. This will ensure an open and fair examination where all other participants in the examination process are able to know who has made representations on the plan and the content of those representations. We will therefore ensure that the representations can be made available (including by publishing these on our website) and taken into account by the inspector.

This means that we are unable to accept anonymous representations. All duly made representations, together with the names of respondents, will be made available on our website. Personal information such as telephone numbers, addresses, and email addresses will not be published. By submitting a representation, you are confirming that you understand that your response will be published in full, together with your name, including on our website.

The information you provide (including address, telephone numbers, email addresses, etc.) will also be shared with the Programme Officer and the Planning Inspector(s), to be used only for the purposes of conducting the examination.

If you choose not to provide data for this purpose, or ask us to erase your data, you will be unable to participate in the local plan examination process. You have the right to access your personal data and to ensure the council is processing it in the correct way.
