Housing and homelessness strategy (2026 to 2030) consultation
A decent home is the foundation on which people build their lives and communities thrive.
We are developing a new five-year housing and homelessness strategy for Newcastle-under-Lyme. This strategy sets out our commitment to improve housing quality, prevent homelessness, and support those most in need.

About the draft strategy
The draft strategy focuses on three thematic, cross-cutting priorities that acknowledge the links between housing, health, prosperity, and social wellbeing:
- housing and health
- housing and prosperity
- homelessness and rough sleeping
Our objectives
Priority 1: housing and health
- Foster strategic joined-up thinking and policy setting on health and housing.
- Continuously improve housing standards and the energy efficiency of the housing stock.
Priority 2: housing and prosperity
- Develop a vibrant and economically prosperous housing market that meets residents’ needs.
- Facilitate the development of a range of affordable housing to meet identified needs.
- Contribute to economic regeneration of the high street by incorporating mixed-use developments within town centres.
Priority 3: homelessness and rough sleeping
- Continue providing early intervention and partnership working to prevent homelessness.
- Support those facing homelessness issues, specifically rough sleepers.
- Operate a housing allocation system that enables those in housing need to access appropriate social housing.
Dates
The consultation runs from 19 January 2026 and closes on 2 March 2026. Please submit your feedback before then.
