Emerging Newcastle-under-Lyme local plan
Final draft local plan consultation and examination
Local plan examination
The Newcastle-under-Lyme Borough Council local plan 2020-2040 has been submitted to the Secretary of State for public examination on 20 December 2024.
Consultation (now closed)
We have now closed the consultation stage on the final draft local plan. Any representations submitted after 7 October 2024 (when the consultation period ended) cannot be considered duly made under planning regulations.
The consultation on the final draft local plan took place from 12 August until 7 October 2024.
Our final draft local plan sets out a strategy for how much, where and what type of development will take place in the borough up to 2040. It will provide planning policies and site allocations to guide changes and new development proposals.
We are now considering the representations made during the consultation period. These will be made available, in due course, on our consultation portal.
Subject to representations received, the next step is for us to submit the final draft local plan, its evidence base, and representations received to an independent planning inspector who will carry out the examination of the plan.
The consultation documents and evidence-based documents are provided below. If you require any further information on the progress on the local plan, please contact the team at planningpolicy@newcastle-staffs.gov.uk

Data protection and privacy
The Planning Inspectorate require us to provide the names of persons or organisations making representations. This will ensure an open and fair examination where all other participants in the examination process are able to know who has made representations on the plan and the content of those representations. We will therefore ensure that the representations can be made available (including by publishing these on our website) and taken into account by the inspector.
This means that we are unable to accept anonymous representations. All duly made representations, together with the names of respondents, will be made available on our website. Personal information such as telephone numbers, addresses, and email addresses will not be published. By submitting a representation, you are confirming that you understand that your response will be published in full, together with your name, including on our website.
The information you provide (including address, telephone numbers, email addresses, etc.) will also be shared with the Programme Officer and the Planning Inspector(s), to be used only for the purposes of conducting the examination.
If you choose not to provide data for this purpose, or ask us to erase your data, you will be unable to participate in the local plan examination process. You have the right to access your personal data and to ensure the council is processing it in the correct way.
For further information about how we and the Planning Inspector use your personal information, please see our planning privacy notice and the Planning Inspectorate privacy notice.
