What was the consultation about?

We are reforming our self-build register to ensure it accurately reflects demand for self-build and custom housebuilding opportunities in the borough.

We consulted on proposed reforms to the self and custom housebuilding register from the 10 August until the 25 September 2026 and this consultation has now closed. 

The changes proposed are designed to make the register effective evidence for planning decisions, particularly in implementing Policy HOU6 of the Newcastle-under-Lyme local plan (2020-2040).

The proposed changes we consulted on include:

• a local connection test - to ensure applicants have a genuine tie to the borough (through residency, employment, or family association)

• a self-declaration of financial capacity - to confirm applicants have the ability to purchase a serviced plot within 5 years

• a two-part register structure - part 1 for those meeting both tests; part 2 for others (a pathway to part 1 as circumstances change)

• registration fees - £42 initial application, £21 annual renewal (to cover administration costs)

What happens next?

We will  analyse the consultation responses received to determine if any further changes are required to the self and custom build register. We will then take a report to the Council's Cabinet, in due course, setting out the final proposals for self and custom build register.
