Hackney Carriage Vehicles

Hackney Carriage vehicles (sometimes referred to as taxis) are the black vehicles with a four inch white stripe that are permitted to pick customers up in the street (ply for hire) and wait at taxi ranks throughout the borough.

A Hackney Carriage vehicle can only be driven by a person who holds a current Hackney Carriage Driver Licence or a Dual Driver Licence with Newcastle-under-Lyme Borough Council.

New Hackney Carriage vehicle licences:-

  • The vehicle must be purpose built for taxi use and must be of a type that can be accessed by wheelchair users.  If there is any doubt as to the suitability of any vehicle the applicant should contact the licensing department on 01782 717717. Licences will be valid for up to one year.

Renewal of Hackney Carriage licences:-

  • Renewal of currently licensed Hackney Carriage vehicles allows a saloon vehicle to be replaced by a saloon vehicle or a purpose built vehicle.  To renew a Hackney Carriage vehicle licence, the application must be received before the current licence expires.  However, once a licence has been issued to a purpose built vehicle it cannot be replaced by a saloon vehicle.

For a Hackney Carriage to meet the Council's criteria it must:-

  • Be less than five years of age when first tested by the Council depot
  • Be black, with a four inch white stripe which runs the length of both sides of the vehicle
  • Be fitted with a taxi meter
  • Be fitted with an illuminated roof sign
  • Not be a convertible but a sun roof may be fitted
  • Be fitted with rear passenger windows which allow a minimum of 35 per cent transmission of light
  • Not be modified from the original manufacturers’ specification.

Application Appointments

Appointments are required for all applications and must be accompanied by the following (original) documentation.  Appointments can be booked on 01782 717717. Please note that it is the applicant's responsibility to make the appointment in good time to prevent any gap in the licence.

  • A completed Vehicle Application form
  • The fee – only credit/debit card payments and cheques will be accepted 
  • V5 Log book
  • A current DVSA MOT certificate
  • Current Public Hire insurance

All vehicles must pass the Council’s compliance test before a plate will be issued.  A vehicle test appointment will be booked at the application appointment once all of the above have been received.

Any vehicle failing to attend a scheduled Council depot test without at least 24 hours written notice will incur a fee.

Any incomplete applications will be rejected.
