Loggerheads Neighbourhood Plan
On 26 June 2015 Loggerheads Parish Council applied to the Borough Council to designate the entire parish as a neighbourhood area. The proposed neighbourhood area was approved by the Council on 16 September 2015. Environmental Assessment of Plans and Programmes Regulations 2004 and European Directive 2001/42/EC
On 10 April 2017, the Council issued a screening determination of the Draft Loggerheads Neighbourhood Plan in accordance with Regulation 9(1) of the Environmental Assessment of Plans and Programmes Regulations 2004 and European Directive 2001/42/EC. At the time of the Borough Council undertaking the screening, Loggerheads Parish Council had not formally published the Plan for public consultation under Regulation 14. Habitats Regulations Assessment Screening
UPDATE 15 August 2018 - In light of recent changes regarding the interpretation of legislation following a Court of Justice of the European Union (CJEU) ruling on the People Over Wind and Peter Sweetman v. Coillte Teoranta (C-323/17), Newcastle-under-Lyme Borough Council as the ‘Competent Authority’ under The Conservation of Habitats and Species Regulations 2017 took the decision to re-screen the Loggerheads Neighbourhood Plan to assess whether it would result in any likely significant effects on European sites within relative proximity of the Neighbourhood Plan Area. The revised HRA report was available for comment between 12 and 26 October 2018, and no responses were received. The Examiner recommended a modification to correct an error in relation to paragraph numbers which has been corrected. The final version of the HRA screenning report is available.
Regulation 14: Pre-submission Consultation - NOW CLOSED
Loggerheads Parish Council undertook a six-week consultation on the Regulation 14 Pre Submission Draft Plan between 3 November 2017 and 15 December 2017. Relevant associated documents can be found here.
Regulation 16: Consultation on Submitted Neighbourhood Plan - NOW CLOSED
Loggerheads Parish Council submitted their Neighbourhood Plan to Newcastle-under-Lyme Borough Council, and in accordance with Regulation 16 of the Neighbourhood Planning (General) Regulations 2012, the Borough Council undertook public consultation on it for a period of six weeks from 8 May to 19 June 2018.

Regulation 17: Examination - NOW CLOSED
On 10 July 2018 Newcastle-under-Lyme Borough Council appointed Christopher Collison BA (Hons) MBA MRTPI MIED MCMI IHBC to undertake the examination of the Loggerheads Neighbourhood Plan. The independent examination is complete.

Regulation 18: Publication of Independent Examiners Report
The Borough Council considered the Examiner's report and made the decision to accept the Examiner's recommended modifications, and enable the Loggerheads Neighbourhood Development Plan to proceed to referendum. This Decision Statement and the Examiner’s Report are available for inspection on the Borough Council’s and Parish Council’s websites. A hard copy is also available for viewing at Loggerheads Library, 7 Eccleshall Road, Loggerheads, TF9 4NX and at Newcastle-under-Lyme Borough Council Offices, Castle House, Barracks Road, Newcastle-under-Lyme, ST5 1BL during opening hours.

Making of the Neighbourhood Development Plan
Newcastle-under-Lyme Borough Council decided by delegated authority of the Head of Planning on 15 February 2019 to make the Loggerheads Neighbourhood Development Plan. The Loggerheads Neighbourhood Development Plan now forms part of the Development Plan for Newcastle-under-Lyme Borough.
