What if I do not have an accepted form of photo ID?

If you want to vote at a polling station and you do not have any of the accepted forms of photo ID, you will need to apply for a voter authority certificate.

This is a free photographic identity document that can only be used for the purpose of voting.

Applications for voter authority certificates opened on 16 January 2023. Applications can be made online, by post or in person.

What will I need to apply?

You will need to provide:

  • your date of birth
  • your National Insurance number
  • a 'passport style' photograph of your head and shoulders

You will also need to be registered (or have completed an application) for the electoral register to apply. If you are unsure whether you are registered, please contact the Elections office by email at electreg@newcastle-staffs.gov.uk

Apply online

To make an application online:

  • follow the onscreen instructions to begin an application
  • enter your date of birth and National Insurance number when prompted
  • upload a clear 'passport style' photograph of your head and shoulders. Make sure your photo meets the requirements mentioned on the application

If you can't upload a clear passport style photograph of your head and shoulders, contact the elections office on 01782 717717 and arrange to complete a paper application instead where a member of staff will be able to take a photograph for you.

Apply by post

To make an application by post:

  • download and print a copy of the voter authority certificate application form or pick up a copy from our offices at Newcastle-under-Lyme Borough Council, Castle House, Barracks Road, Newcastle-under-Lyme, ST5 1BL
  • fill in the voter authority certificate application form including your date of birth and National Insurance number
  • enclose a clear 'passport style' photograph of your head and shoulders. Make sure your photo meets the requirements mentioned on the application. Please also write your name, house number and postcode on the back of the photo
  • return your completed application and photo by post to Electoral Services, Newcastle-under-Lyme Borough Council, Castle House, Barracks Road Newcastle-under-Lyme, ST5 1BL

To make an application in person:

  • visit our offices at Castle House, Barracks Road, Newcastle-under-Lyme, ST5 1BL on a weekday between 9.00 a.m. and 4.30 p.m
  • fill in a paper version of the voter authority certificate application form including your date of birth and National Insurance number
  • supply a clear 'passport style' photograph of your head and shoulders. Make sure your photo meets the requirements mentioned on the application
  • if you are unable to supply a photo, please let our staff know and they will take a photo for you
