Property works

If your property is undergoing major structural works or is in such poor condition that it may no longer be suitable for occupation, you may be able to apply to have it removed from the Council Tax valuation list.

Please note: Requests to remove a property from the valuation list are assessed by the Valuation Office Agency (VOA), not the council. 


How to apply 

Please complete the Council Tax proposal form. Provide as much information as possible about the condition of the property and any works being carried out.

Submit the completed form directly to the Valuation Office Agency. Their email is ctinbox@voa.gov.uk.

What happens next? 

The Valuation Office Agency will review your application and determine whether the property should remain on the Council Tax valuation list. 

Successful applications 

If your application is successful, the Valuation Office Agency will notify us and we'll update your Council Tax account accordingly. 

Unsuccessful applications 

If your application is unsuccessful, the Valuation Office Agency will notify you of the reasons as to why your application was unsuccessful and set out your options to challenge or request a review. 

Please note: The council cannot make, influence or overrule a decision by the VOA.  


Frequently asked questions 

Can the council remove my property from the Council Tax valuation list? 

No. Decisions about whether a property should be removed from the valuation list are made by the Valuation Office Agency (VOA). The VOA will then notify the Council directly. 

Does carrying out building work automatically mean I won't have to pay Council Tax? 

No. Most building, renovation and improvement works do not affect Council Tax liability. The Valuation Office Agency will assess each application based on the circumstances of the property. 

What types of properties might be considered? 

Properties undergoing significant structural alterations or those in a state of serious disrepair may be considered by the Valuation Office Agency. Each case is assessed individually.

How will I know the outcome? 

The Valuation Office Agency will contact you directly regarding their decision and will notify the Council of any changes to the valuation list. 

Do I need to continue paying Council Tax while my application is being considered? 

Yes. You should continue to pay your Council Tax bill as issued until you are notified otherwise. Any adjustments will be made once a decision has been reached by the VOA.
